REGULATIONS FOR THE INTERNATIONAL BIENNIAL PRINT EXHIBIT: 2020 R.O.C.

I. OBJECTIVE

The aim of this juried biennial exhibition is to promote the art of printmaking and to foster international cultural exchange with the participation of talented artists around the world. Through the competition and the exhibition, this event shall serve as a key platform for artistic exchange and cultural collaboration, and help contribute to the diversity and vitality of print and print-related art.

III. RULES FOR SUBMISSION

1. No registration fees are required. Worldwide artists are eligible to take part. All entries must be original prints on paper. The work must be completed in or after 2017, wholly original and have not been entered the previous International Biennial Print Exhibit R.O.C. competitions.
2. All works submitted must be original pieces of art that meet the “indirect” and “multiple” characteristics of print, either based on transfer printing or print making. (All printmaking techniques, including monotypes and digital prints, are accepted.)
3. Each submitted work must not be larger than 150cm in either length or width in size (not size of print), and not smaller than 40cm in either legnth or width in size. The work must not be more than 20cm thick. Combined prints, in total, must not exceed this size range, too.
4. Each entrant is allowed to submit one piece of work only. Co-authored works will not be accepted.
5. A signature must be made either on the printed side or the back of the artwork, noting the print edition and year of creation. The signature must be clear and discernable, and the artwork must NOT be framed.
6. The works that do not meet these requirements will not be reviewed.

IV. APPLICATION TIMELINE AND SUBMISSION OF WORKS

1. Online registration will start on 3 December 2019 and stay open until 24:00 Taipei time (GMT+08:00), 5 February 2020. Please visit the International Biennial Print Exhibit: 2020 R.O.C. website at https://printbiennial. ntmofa.gov.tw/ (or http://210.61.47.243) to register, then print out the artwork tag, deposition form, licensing agreement, and donation agreement.
2. Submission timeline and procedures: Submission is accepted from 3 December 2019 to 5 February 2020. The actual arrival date will be determined according to the postmark on the application package. When online registration is complete, attach the entry tag to the back of the artwork and the postal delivery tag to the package. Send the application materials, including the signed deposition form, licensing agreement and donation agreement, to the “Office of the International Biennial Print Exhibit: 2020 R.O.C., National Taiwan Museum of Fine Arts” located at No. 2, Sec. 1, Wu-Chuan W. Rd., Taichung 40359, Taiwan. In-person deliveries are not accepted. The entrant may check the delivery status on the International Biennial Print Exhibit: 2020 R.O.C. website later on.
3. Notes for online registration: Please follow the given directions on the registration webpage to provide the necessary information, including past experiences, awards and exhibitions, and details of the work such as an artist statement. Upload an image revealing the full of the original work. The image must be in JPG file format and no larger than 2MB. When the upload is complete, a confirmation email will be sent to the entrant’s email account. If the letter is not found in the inbox, please check if it has been classified as a spam. All errors may be undone online while registration is still open. Registration cancelation is also possible during this period of time.
4. NO application materials may be accepted if they arrive later than 5 March 2020. Please allow ample time for postal delivery. Incomplete application materials, applications failing to go through the entire procedures, late applications, or ineligible applications, are not accepted. If you encounter any technical difficulties pertaining to the online registration system, please contact the organizer responsible for this event at +886-4-2372-3552 ext. 703 or 702, or email: print19@art.ntmofa.gov.tw.
5. The submitted work must not be framed, and should be sent either in a thick cardboard poster tube or cardboard wrap to make sure it arrives safe. All entrants should send their original works by post only. Please be noted that the entrant is responsible for the cost of postage, insurance and taxes.

V. EXHIBITION

All selected and awarded works are scheduled to be displayed at the National Taiwan Museum of Fine Arts from July to September 2020.

VI. SELECTION

1. Preliminary selection: The originals of all entries, which comply with the rules of the competition and are registered and delivered on time, will be examined by a panel of judges at the first stage of the selection process.
2. Final selection: The originals of the works, which are selected by the jury in the first round of the selection process, will be examined by a panel of international judges at the final stage of the selection process.
3. The selection results will be posted on the official website of the National Taiwan Museum of Fine Arts at http://www.ntmofa. gov.tw/ and the official website of the International Biennial Print Exhibit: 2020 R.O.C. at https://printbiennial.ntmofa.gov.tw/ or http://210.61.47.243. All entrants who pass the preliminary screening will be informed by email. All prize winners will be informed of the results by post.

VII. PRIZES

Gold Prize (1)           Certificate and prize money of NTD 400,000

Special Jury Prize (2)     Certificate and prize money of NTD 80,000 (each)
Merit Prize (5)          Certificate and prize money of NTD 50,000 (each)
Honorable Mention (5)   Certificate and prize money of NTD 30,000 (each)

1. International winners of the Merit Prize, Special Jury Prize and the top three prizes will each be offered a round-trip flight ticket on economy class via the shortest possible route and five days of accommodation and meals, so that they can attend the opening ceremony and final awards presentation. Winners who are Taiwanese nationals will also be invited to give public lectures and to participate in various round-table discussions or illustration activities organized by the National Taiwan Museum of Fine Arts. Domestic winners will be offered with transport fees and five days of accommodation and meals, too.
2. Each of the selected artists, including the prize winners, will receive a Prize Certificate and a copy of the International Biennial Print Exhibit: 2020 R.O.C. exhibition catalogue.
3. The prize money will be subject to legally-established tax deductions of 10 percent for Taiwanese nationals and 20 percent for non-nationals.

VIII. ECONOMIC RIGHTS

1. The entrant may not object to the way of selection, display of works and the publication of catalogues of this competition.
2. In the event that the selected or awarded work has been discovered to be ineligible for the competition, or has plagiarized others’ works or infringed the rights of others as defined by the review committee, the organizer will disqualify the award-winning title and withdraw all prizes and certificates (including money, selection certificate and certificate of honor). Should any copyright or related disputes arise, the entrant of the selected or awarded work shall be responsible for the ensuing compensation.
3. All awarded and selected artworks which the entrants agree to yield to the organizer will be collected by the organizer. The copyright of these artworks will go to the organizer, and the organizer will give certificates of collection to the entrants. The entrant shall then grant the organizer the economic rights of his or her work.
4. The entrant shall grant the organizer or any authorized user upon the entrant’s consent. the right to use the selected or awarded work for art education, promotional, research, and exhibition purposes, and even to a third party, without limitations of time, place, times and ways, and may not withdraw such a right. Such include and are not limited to the rights to reproduce, compile, adapt, distribute, lease, publicly present, publicly recite, publicly perform, publicly display, publicly transmit, publicly broadcast, and to distribute and sell related printed or derivative products, or in video and audio forms. The entrant shall also promise not to exercise moral rights against the organizer or any authorized user upon the entrant’s consent.
5. The entrant agrees that the organizer may use the personal and artwork information, including the artist statement, as written in the application form, for paper copies, websites and other public mediums related to the event.
6. The entrant agrees that the organizer uses his or her metadata, such as artist statement and texts and smaller pictures (ex. 72dpi or 120 pixels) and short video clips (ex. no more than 3 minutes long, 480 pixels) which explain the entrant’s previous experiences, in open and non-exclusive licensed forms, without limitations to place, and may reproduce, adapt, compile, and publicly transmit, or distribute related derivative products in any other ways. The organizer should specify the origin of the artwork on such products.

IX. INSURANCE

1. The organizer will find and pay for the insurance of the artworks during the exhibition period. The domestic entries will be insured from the date of arrival in the museum to 30 November, 2020. The overseas entries will be insured till 31 December, 2020.
2. The entrant is advised to insure his or her work in transit to and from the biennial venue. The organizer takes no responsibility for any damage or loss during the shipping process.
3. The monetary value of a returned artwork will be decided according to the regulations set by international post offices or international shipping companies.

X. RETURN OF WORKS

1. The works which do not qualify for further reviews will be returned after the exhibition is inaugurated. The organizer will pay the fees but in principle only once and via sea freight.
2. Selected entries (except prize-winning entries) will also be returned to the authors via sea freight in principle unless the author has granted its prior written consent to donate the entry to the National Taiwan Museum of Fine Arts. The organizer will be responsible for the cost of shipping these works.
3. If the return of the entry fails to reach the original entrant due to change of address, illegible return address or wrong address, leading to the work being sent back to the organizer, the organizer retains the right to dispose the work, and to charge the entrant for the full cost of clearance. The entrant must not object to the museum’s such disposal of the work. Or, the entrant may personally retrieve his or her work at the museum before June 30, 2021.
4. The organizer plans to send back all such entries by 30 November 2020 by post. The actual time of delivery will depend upon the postal procedures of each country where an entrant is based.


XI. OTHERS

1. Once work has been submitted, the entrant will be treated as agreeing to follow the Regulations for the International Biennial Print Exhibit: 2020 R.O.C.
2. The organizer may revise or supplement the Regulations for the International Biennial Print Exhibit: 2020 R.O.C. in case of unaccomplished matters, and make a timely announcement at the National Taiwan Museum of Fine Arts website.
3. The Regulations for the International Biennial Print Exhibit: 2020 R.O.C. and the attachments may be downloaded from the National Taiwan Museum of Fine Arts (the organizer) website at http://www.ntmofa.gov.tw and the International Biennial Print Exhibit: 2020 R.O.C. website at https://printbiennial.ntmofa.gov.tw/ or http://210.61.47.243. Free paper copies are also available at the National Taiwan Museum of Fine Arts.
4. The prize money specified in the regulations will be activated upon passing the Legislative Yuan’s review.
